The Federal Trade Commission has imposed a new rule, as of September 1, barring pre-recorded commercial telemarketing calls to consumers, unless the consumer has agreed in writing to take calls of this nature.

In late June President Obama signed into law the Car Allowance Rebate System (CARS) or Cash for Clunkers program. CARS provides a rebate for consumers who trade in qualifying gas guzzlers for more energy efficient cars.
